Thomas J. Foley, Jr. is a graduate of the University of Scranton with a B.S. degree, and Temple University School of Law with an L.L.B degree. He served for two years as a law clerk to the Honorable Justice Michael J. Eagen of the Pennsylvania Supreme Court and as Assistant Attorney General of Pennsylvania for one year.
Mr. Foley was a member of the Disciplinary Board of the Supreme Court of Pennsylvania from 1972 to 1978. He was a founding member and incorporator of the Pennsylvania Supreme Court Historical Society and served as a Trustee from 1991 to 2000.
Mr. Foley is a member of the Lackawanna County Bar Association, serving as President in 1989-1990. He is a member of the Pennsylvania Bar Association and served on the Board of Governors from 1986 to 1989. A member of the Pennsylvania Trial Lawyers Association, now PA Association for Justice, he served as President from 1978-1979. He was an incorporator and served on the Board of Trustees of Law PAC and served as its Chairman. He is a member of the American Trial Lawyers Association, now known as American Association for Justice, serving as a member of its Board of Governors for 17 years. He served three years as a trustee for ATLA-PAC. Mr. Foley is a Life Fellow in both the Pennsylvania Bar Foundation and the American Bar Foundation. Mr. Foley has been a lecturer for the Pennsylvania and American Trial Lawyers Associations on personal injury and medical malpractice.
Mr. Foley is a member of the International Legal Advisory Board of the Sarah Jane Brain Foundation which created the National Pediatric Acquired Brain Injury Plan for the diagnosis and treatment of brain injury victims.
He was a recipient of the ATLA Stalwarts Award in 2001, the PATLA Special Service Award in 2003, the University of Scranton Frank J. O'Hara Award for Distinguished Achievement in the Law in 2007, and the PA AAJ Milton Rosenberg Award in 2009.
Mr. Foley has been rated AV by Martindale-Hubbell. He is recognized by the Best Lawyers in America, and Pennsylvania Super Lawyers since its inception for his expertise in medical malpractice and personal injury law.
Mr. Foley has been named the Best Lawyers in America 2015 Allentown Medical Malpractice Law (Plaintiffs) "Lawyer of the Year", which area covers Scranton, Wilkes-Barre, Stroudsburg, Allentown, Northeastern, Central, and the Lehigh Valley, Pennsylvania.
He has obtained numerous record verdicts and settlements on behalf of his clients in the various counties in Northeastern Pennsylvania.
